Why is there not a standard Area Code Prefix for mobile phones within the USA?

In the United States there is no standard for knowing whether or not you are calling a mobile telephone number. In Australia and other parts of the world all mobile phone numbers has a prefix, thus you know when you are calling a mobile telephone number.
